I believe that IE7 does use pages from the cache. That's not the problem. IE re-renders the whole page, even with all elements on a page - masthead, tabstrips, images, The whole masthead and left side navigation bar is frozen - smooth and immersive. I have even uninstalled IE7, reverted to IE6, and that just made things worse. Not only could I not register DLL's, but IE6 would not browse and it kept launching multiple, frozen browser windows. I guess the IE7 has a few quirks, even without add-ons. I hope this link is helpful to others.
